Laid over the village's Census boundary, the USDA soil map breaks down roughly like this: about 40% "Eckrant very stony clay, 5 to 18 percent slopes", about 25% "Brackett-Rock outcrop-Real complex, 8 to 30 percent slopes", about 19% "Eckrant-Rock outcrop complex, 18 to 50 percent slopes" and about 14% gentler Brackett-Rock outcrop ground (1 to 12 percent slopes). In the Travis County soil data, Eckrant reaches hard limestone at a representative 20 cm, about 7.9 inches (range 15 to 36 cm). For shallow excavation work, which USDA defines as digging to a maximum depth of 5 or 6 feet, it rates Eckrant "Very limited" on account of that hard bedrock and its large stones, and gives Brackett the same rating for soft bedrock inside 40 inches. Slope limits from the village's 2011 guide

Volente's 2011 guide for residents and builders bars all construction and land-disturbing work where the natural grade was steeper than 25 percent before development. It holds driveway slopes to a 15 percent grade, limits cuts into natural grade and fills over it to five feet, and requires disturbed slopes to be stabilized by methods the village approves. Those limits decide where a stairway can run and how deep its footings and landings can be cut.

The village has also passed building standards to protect ridgetops, ridgelines, creeks, cliffs and other sensitive features, and residents backed "reasonable restrictions" on building on steep slopes to prevent erosion, drainage and run-off damage. For construction on slopes over 10%, the permit checklist (revised 10/24/2024) asks for a topographic survey by a licensed surveyor in 1-foot increments. The village's online code wasn't available to check, so the 2011 figures may have changed; confirm them with the village before planning around them.

What the permit covers

The village's building permit application applies to any activity its construction codes regulate, naming carports, patios, decks and driveways among others, under Article 9.05.068 of the village code. The same section requires a building permit to build, alter or repair a sidewalk, curb, gutter or driveway approach on your own property or in the public right-of-way next to it. None of the village's forms names steps or stairs, so ask which permit a new flight falls under.

Plans, review and inspections

An application takes two sets of site and building plans, and the LCRA septic permit where there is a septic system; LCRA has regulated septic systems within 2,000 feet of Lake Travis since September 1971. Village staff review can take up to ten business days per review, and permit fees are paid by check only. No clearing, excavation, grading or fill may start until every permit is issued, and work in the right-of-way, drives and site walls included, needs its own permit. Professional inspectors or surveyors carry out the inspections, and the permit holder calls for one at each phase before going on or covering work. The village has adopted the 2018 International Residential Code.

The 20 percent impervious limit

Residential lots are capped at 20 percent impervious cover, and concrete patios, paving stones and interlocking pavers all count toward it; an uncovered deck with gaps between its boards over natural ground counts at 50 percent, and other decks count in full. A home's site plan calculates impervious cover to the 681-foot contour, Lake Travis's full level, and the 2011 guide lists a one-acre minimum lot.

In 2020–2024 survey figures, which carry wide error margins for so small a village, about 34% of Volente's homes date from before 1980 and about half from before 1995. Nearly all, about 98%, are detached single-family houses; roughly 88 in 100 occupied homes have their owners living in them, and the median value is $1,091,100. The 2020 Census counted 561 residents and 315 housing units, and the Census Bureau estimates 521 residents on July 1, 2025.

From Dodd City to a 2003 village

Local tradition tells several stories about the name; one history traces it to the Latin for "to be willing". A post office opened at Volente in 1886 and closed in 1909, after which mail went to Cedar Park. Lake Travis partly flooded the area in the 1930s, and residents moved to higher ground. In the 1940s and early 1950s the place was called Dodd City, after a local realtor and restaurant owner, before the name went back to Volente later in the 1950s. The volunteer fire department was chartered in 1961, the village incorporated in February 2003, and it adopted its first comprehensive plan on October 19, 2004. In July 2010 it counted about 500 homes and put its eventual size at 900 to 1,000 homes at most.

Only lakeside property here is in the 100-year flood zone. After a 2005 U.S. Army Corps of Engineers study put Lake Travis's 100-year flood elevation at 722 feet instead of 716, the village restricted building in the flood zone unless the finished floor is at 722 feet above mean sea level.
