Housing development near Lake Travis in the 1970s and 1980s drew many people out of Austin, the Handbook of Texas says. Jonestown incorporated in the 1980s and counted 683 residents in 1988, 1,250 in 1990 and 1,681 in 2000; the 2020 Census found 2,365, and the Census Bureau estimates 2,687 for July 1, 2025.
Half the homes in the Bureau's 2020–2024 survey were built before 2005 and half after. About 68% went up in 2000 or later and about 19% before 1980, and owners live in about 94% of the occupied homes. The same survey estimates that 121 homes, roughly 9% of the housing stock, are kept for seasonal, recreational or occasional use. These are small-sample figures with wide margins of error.
That spread shapes a resurfacing job. A newer drive or patio may only need its weathered surface renewed and sealed, while older concrete gets checked for cracks and flaking that have to be repaired before any overlay goes on.

On USDA's soil map, the Census Bureau's reference point for Jonestown falls in Brackett-Rock outcrop-Real complex on 8 to 30 percent slopes, a unit in which bare rock outcrop makes up a quarter. Brackett, its main soil, is a thin layer over fractured, weakly cemented limestone, mostly Glen Rose formation, and its top layer's linear extensibility, the survey's shrink-swell gauge, is only 2.6 percent. It describes a single mapped spot rather than the whole town.
The City's rules follow the slopes. Driveways may be built only where the natural slope is under 25%, with a finished grade of no more than 20%. Cuts and fills held by a reinforced concrete retaining wall or another permanent structure may go 6 feet deep on slopes over 25%, 8 feet on slopes of 15 to 25% and 10 feet on flatter ground.
Grip on sloped drives and wet decks
Anti-skid additives can be mixed into a sealer, and on exterior public walkways ASCC wants enough of them that you can feel the grit with a bare hand; ASCC also wants the sealer to pass ASTM 2047 for slip resistance and advises against adding sand. Around a pool, a textured overlay or clear plastic grit in the sealer also improves traction.

The Lower Colorado River Authority considers Lake Travis full at 681 feet above sea level, and the lake's record low was 614.18 feet on August 14, 1951. Jonestown counts only land above the 685-foot contour when it calculates impervious cover, and the R-1 district caps impervious cover at 40%. Jonestown requires permits for new construction, remodeling, repairs, additions, pools, irrigation, fencing and accessory structures, and holds the property owner and the contractor jointly responsible for getting them. Contractors working in the city must have a registration on file with the City. Because epoxy grips concrete harder than concrete resists being pulled apart, injecting it can restore a cracked section where the crack is 0.002 inch wide or wider. It may not be the right fix where rusting rebar caused the crack or where the slab will go on moving. Reinforcing steel should sit under 2 inches or more of concrete, NRMCA says, so rust doesn't crack it.
Delamination breaks off a skin of concrete, usually 1/8 to 1/4 inch thick; NRMCA's fix is patching, or grinding and overlaying where it's widespread.
