Who signs off on a wall in an unincorporated community
Steiner Ranch has no city government. It is a census-designated place, first listed in the 2020 Census, so building permits outside city limits come from Travis County Development Services, which says every development in the county needs a permit. About 325 acres sit inside the City of Austin's limited-purpose jurisdiction, a partial annexation in which the City applies some of its rules. We couldn't confirm which streets those are, or which City permits apply there, so check your address before plans are drawn.
The county's wall permit
Travis County issues a residential retaining wall permit. Its site plan shows every existing and proposed improvement, the type and location of each wall, the elevations at the wall's top and bottom, an erosion and sediment control plan, and any easements and setbacks. A wall over 5 feet needs a site plan carrying the seal of an engineer licensed in Texas. The permit page we read gives no fee, so ask the County.
The master association's review
Separately, any change to the outside of a home or lot, landscaping, fencing and pools included, needs approval from the Architectural Controls Committee of the Steiner Ranch Master Association. Its homeowner fee list carries a $500 construction deposit per lot and a $500 deposit for architectural modifications, and some violations cost $500 plus the cost of restoring the original state. If the association has to repair common areas, or add inlet protection or silt fencing for a project, the owner or builder is billed the cost plus 50%.

For a home on a single lot, Travis County wants an erosion and sediment control plan when the job involves more than four feet of cut or fill, any land disturbance on slopes of 10% or steeper, or disturbance closer than 50 feet to a waterway. Fill placed on a significant slope must use practices that stop it from eroding.
Which technical manual governs depends on the lot. The County points applicants inside the City of Austin's extraterritorial jurisdiction to the City's Environmental Criteria Manual, and those in western Travis County outside it to the Lower Colorado River Authority's Highland Lakes Watershed Ordinance manual. We couldn't confirm which side Steiner Ranch falls on, so settle it with the County at the permit stage.
The canyons have rules of their own. About 1,000 acres are habitat for the black-capped vireo and the golden-cheeked warbler. The homeowners association bans trimming in the Balcones Canyonlands Preserve and levies hefty fines for trespass into any preserve that borders the community, so wall work on a lot backing onto one stays on the owner's side of the line.

Beyond the County's 5-foot line, the International Residential Code's Section R404.4, from the 2015 edition onward, names two kinds of wall that must be designed to accepted engineering practice. One is a wall without lateral support at its top retaining over 48 inches of unbalanced fill; the other is a wall taller than 24 inches resisting loads other than soil. Both have to be designed with a 1.5 safety factor against overturning and sliding.
The International Code Council notes that the first trigger rose from 24 to 48 inches in the 2015 code, and its examples of those extra loads are vehicles parked above a wall and a fence along its top that is exposed to wind. On a hillside lot, a wall under a parking pad or below a fence line is that case.
Steel and cover
Reinforcing steel wants a minimum of 2 inches of concrete covering it to keep moisture off, according to the National Ready Mixed Concrete Association. Steel limits how wide a crack opens; it doesn't stop cracks from forming.

In 2023, Austin logged 45 straight days of 100°F or more, July 8 through August 21, its longest such streak on record. The National Weather Service says summer nights normally fall only to the low or mid 70s, with Gulf moisture pushing the heat index above 110 at times.
ACI's hot-weather specification (ACI 305.1-14), together with ACI 301-20, caps concrete at 95°F at the moment it leaves the truck. ACI 305R treats any combination of high air temperature, hot concrete, low humidity, high wind and sun that hurries moisture loss and setting as hot weather; chilled mixing water can take as much as 10°F off the concrete's temperature, and ice as much as 20°F. NRMCA adds that concrete over 1½ hours old should get no added water in hot weather, and that curing should continue for 3 days or more.

By one 2025-2026 national guide, a wall on sloping ground can run as much as 3 times the cost of one on flat ground, since its footings go deeper and it needs more drainage, and a 2025 national guide prices poured concrete walls at $30 to $40 per square foot with labor. Permits for walls over 3 to 4 feet run $50 to $450 nationally, depending on location and design; Travis County's own fee wasn't on its permit page.

The water district's Steiner Ranch Defined Area was created in May 1987 for the master-planned community that Taylor Woodrow Communities developed, and all $118,500,000 of its authorized bonds, which paid for the water, wastewater and drainage infrastructure, have been issued. At build-out the area is planned to hold about 5,000 single-family homes, plus commercial development and three multifamily developments. Treated water from the district's wastewater plant, rated at 1,500,000 gallons a day, irrigates the University of Texas golf course and the landscaping along Quinlan Park Road.
The 2020 Census counted 16,713 residents and 5,719 housing units. In the Census Bureau's survey for 2020-2024, the median build year is 2004 and about 69% of homes went up in 2000 or later; owner-occupied homes have a median value of $826,500, and about 69% of all units are single-family detached houses.
