Street curb and gutter: what it is and where it goes
TxDOT's specification for this work, Item 529, covers concrete curb, gutter, and the two combined as curb and gutter. It calls for Class A concrete unless the plans name another material, and it allows fibers in place of reinforcing steel unless the plans show otherwise. In Austin, a curb or gutter on public property is held to the City's Drainage Criteria Manual as well as its Transportation Criteria Manual.
Streets that don't have curb yet
Some Austin streets still have none. On those, a temporary Type III driveway approach is allowed, but the Transportation Criteria Manual has it replaced with a permanent approach within 60 days once the street is finished to permanent line and grade, curbs included. Curbs at parking lots
On private paving, the curb is often part of the pavement. The outer edge of a slab that carries wheel loads gets thickened, NRMCA advises, most often as an integral curb; the rest of the design is covered under concrete parking lots.

Concrete mix, forms and curing for street curbs
Those are the figures for the City's Class A concrete, the class Austin's specification assigns to curb, gutter, sidewalks and driveways. TxDOT's own Class A, its general-use class for the same kinds of work, carries a 3,000 psi minimum design strength.
Forming and placing
Item 529 limits hand-formed runs to 50 feet a section unless an exception is approved, and machine work, extruded or slipformed, uses approved self-propelled equipment. Joints in the curb, expansion and contraction alike, copy the type and position of the joints in the pavement next to or under it. A 10-foot straightedge checks the line: grade and alignment may not wander more than ¼ inch between two points of contact. An edging tool rounds the exposed edges to the radius the plans call for, and curing lasts 72 hours or longer.
Clay under the curb line
The City's Transportation Criteria Manual puts the moisture-critical zone in central Texas, the depth through which the soil keeps wetting and drying, at 10 to 15 feet. It treats walks and drives built at the same time as the road, tight against it, as a horizontal barrier to those swings, and says vertical barriers often have to reach 6 to 10 feet down to work. The City even prices this item separately for low-expansive and for moderate-to-high expansive soil on its contracts, and for swelling subgrade its manual lists lime and lime-cement treatment among the options.

Under Austin's Land Development Code, building, altering, repairing or removing a curb or gutter calls for a right-of-way construction permit, one per lot or tract; work done under an approved site plan and minor repairs, as the city manager decides, are the exceptions. On the City's permit pages, that work goes under the Driveway/Sidewalk permit. The application has to come from a licensed right-of-way contractor, and subcontractors whose work touches the right-of-way are listed by name on the permit and need their own license.
Fees from October 1, 2026
A new Driveway/Sidewalk permit costs $345, and a curb-and-gutter inspection $336.65 plus $1.77 for each linear foot. On commercial jobs, the City adds a right-of-way usage charge of $6.05 for each structure, each day. The City notes its fees can change every October 1.
Two inspections
The first visit comes before the last layer of material goes down: the inspector looks at the forms, the steel, drainage, the subgrade, and whether line and grade are right. The second is the final, and it includes cleanup. Damage changes things fast. The permit is suspended on its own if the work harms utility equipment, a storm drain or a tree along a pedestrian way without its owner's consent, and it stays suspended until the damage is paid for or the interference is removed.

Curb and gutter is priced by the foot; TxDOT measures it that way, and so do the City's bid items. In typical Austin-area figures for September 2026, a new 25-foot run comes to $1,430 to $1,757, or $57.19 to $70.29 a linear foot, below the national $64.84 to $79.59 on the same estimate. The City's 2022–2025 public-works bids put the median at $50 a linear foot, and its soil-specific items for low-expansive and for moderate-to-high expansive ground both came in at a median of $40.50 (2022–2024).

What is a curb gutter?
It is the shallow concrete channel along the foot of a street curb. The curb is the raised edge; the gutter beside it carries runoff along the street to the curb inlets, and Austin holds curbs and gutters to its Drainage Criteria Manual as well as its transportation manual. The two are usually built as one piece, which TxDOT's specification calls combined curb and gutter. It has nothing to do with the rain gutters on a house.
Can any contractor replace the curb in front of a property?
Not in Austin's right-of-way. Building or repairing curbs, gutters, sidewalks or driveway approaches there takes a City right-of-way construction license, and the permit application can only come from a licensed contractor. To get that license, a contractor files four documents with the City: a bond of $10,000, proof of insurance, a resolution of authority (or papers in lieu of one) and an authorized agent form.
What happens to the curb when a new driveway is cut in?
The old and new have to line up. The builder of a new approach has to take out any curb cut on the lot that won't be used anymore, and new curb, gutter or sidewalk has to tie into the grade and line already there. For a single-family approach, the City's Type I detail sets curb radii of 5 to 10 feet, and a driveway must stay 10 feet from the edge of any curb inlet opening.
Can a curb go in near a large tree?
Only with care for the roots. Measure the trunk's diameter in inches; the tree's critical root zone reaches that many feet out from it. To keep a regulated tree, the inner half of the zone can be cut or filled by 4 inches at most. The City's environmental manual singles out curbs: one shown right on the half-zone line fails, because digging out behind the curb pushes past that line. Trees 19 inches or more across are protected.
Is curb and gutter the same as landscape curbing?
No. Landscape curbing is a decorative border, extruded by machine from a dry concrete mix into one continuous strip that can follow any curve, with control joints cut about every 12 to 18 inches. Street curbs are built to TxDOT or City specifications in Class A concrete, and in Austin's right-of-way it needs a permit and two inspections.
