Association rules for concrete work
The village and its property owners' association split the work. The Village's Code of Ordinances has no general building rules: its building chapter holds only a reserved general-provisions article and a flood damage prevention article, and its chapter list shows no zoning chapter. The Village charges $250 for a floodplain development permit, only when one is required, and that permit expires if work hasn't started within 12 months.
The Hills of Lakeway Property Owners' Association was kept after incorporation because the roads are private and gate security continues, and it kept architectural control as well. It handles security, the entrance gates, architectural review, street paving and repairs, and deed-restriction violations, while the Village looks after common areas, trash pickup, law enforcement, the perimeter fence and the walking trail. The association's architectural rules were first adopted on October 25, 1982, and the current rule book carries revisions through February 28, 2023.

Under the rule book, a driveway must be built of concrete or pavers; whether a given pattern and color pass is the Architectural Committee's call. The drive must run at least 27 feet from the garage door to the edge of the flatwork, with the turnaround shown on the plan, and its culverts and headwalls are built to Hurst Creek Municipal Utility District requirements, the district's driveway drainage specifications included.
Private sidewalks are allowed, also in concrete or pavers, and a walk crossing the same roadside ditch as the driveway needs the same culvert size and headwalls. No more than 60% of the lot in front of the street-facing facade may be impervious cover, though an owner can ask the committee for a variance without a fee. Flatwork can go inside a setback or easement only with the committee's prior approval, and anything built in a utility or drainage easement may have to come out at the owner's expense.
Thickness and edges for a stamped drive
For cars and SUVs weighing 3,000 to 6,000 pounds, a home driveway generally does fine at a minimum of 4 inches; trucks or large RVs at 12,000 pounds and up may need 5 or 6. Because edges carry heavy loads with less help from the soil, a drive's edges can be built 1 to 2 inches thicker for the outer 4 to 8 inches. On a stamped drive, allow about an extra day before walking on it so the leftover release can be rinsed off.

Any exterior face of a concrete deck or patio that measures 2 feet or more must be covered with masonry matching the house. Exposed foundations under a pool, pool skirting or patio must use the same masonry as the house, and flatwork around a pool may extend into the setback with the committee's prior approval. Pool plans show the basin with its surrounding slab and walkways and state the construction type, and a forms survey must be approved before concrete is placed. For a house foundation, that forms survey comes from a registered surveyor and needs the Site Manager's approval before any concrete is poured.
Paths giving a home direct access to the golf course aren't allowed, though existing ones are grandfathered.
Deposits and what needs approval
The committee approves add-on projects such as pools, fences, driveways, cabanas, outdoor kitchens and sport courts, while repairs that keep the same colors and materials need no approval, so matching the original color keeps a patch on the no-approval side. Its permit fees run $375 for fence, flatwork, gate, gazebo or pergola work ($225 non-refundable admin fee plus $150 road-use fee), $600 for screenings, gazebos, decks or patios ($450 plus $150), and $5,000 for a pool or spa, of which $2,750 is refundable.

Camp Mabry, Austin's official climate site, averages 11.9 freezing nights a year (32°F or below), while Austin-Bergstrom airport averages 33.0 (1991-2020 normals). The cold can still arrive hard. In February 2021, Camp Mabry stayed at or below 32°F for 144 hours straight, and both Austin stations recorded 6.4 inches of snow.
Scaling on stamped work usually traces to placing or curing it in freezing temperatures, or to improper finishing, and the fix may be an overlay or removal and replacement. Fresh concrete freezes below about 25°F, which can cut its potential strength by more than 50%, so it needs cover and warmth until its strength reaches 500 psi, normally about two days in. ACI 306R-16 defines cold weather as an air temperature that has dropped, or is forecast to drop, below 40°F while the concrete is still being protected.

The Hills of Lakeway began in the City of Austin's extraterritorial jurisdiction. A November 1996 contract moved it into Lakeway's, on condition that Lakeway consent to an incorporation election; in February 1997 property owners voted 490 to 15 to incorporate, and that May the village became a Type B General Law municipality. By the Village's own description it is predominantly single-family homes, with only one business in the community, The Hills Country Club.
The 2020 Census counted 2,613 residents in 1,071 housing units, with an estimated 2,322 residents by July 1, 2025. Census survey figures for 2020-2024 give a median build year of 1996; about 37% of homes are from 2000 or later, only about 3% from before 1980, and about 98% are single-family detached, though the margins are wide for a village this size. Owners occupy about 96% of the occupied homes, the median home value is $846,000, and Hurst Creek Municipal Utility District supplies water and sewer. The Hills Park's pavilion and restrooms were built in early 2002, and a revitalization finished in 2024 expanded its parking lot.

What are the drawbacks of a stamped driveway or walk?
Mostly upkeep and repair. Expect to reseal a stamped surface every 2 to 5 years; traffic, climate and the previous sealer set the pace. When it does need fixing, repair or replacement tends to be more difficult and more expensive than with pavers, and a poured slab can crack as tree roots push in or as it freezes and thaws. Water also sits in the pattern, so a textured surface drains slower than a plain one. Here, pavers are the association's other allowed material for driveways and walks.
