Lakeway permits for pools, decks and patios
What needs a permit
Lakeway's code lists the projects that need a permit, and one pool job can cross several lines of it: outdoor living areas, swimming pools and patios are named as additions, while driveway replacement, flatwork and retaining walls are named as alterations. The City builds to the 2021 editions of the International Residential Code and the swimming pool and spa code. Its permit handout (file dated 7-10-19) keeps flatwork, stairs, retaining walls and French drains out of the permit-free "minor landscaping" category.
Board review, bonds and fees
Where a subdivision has an Architectural Control Board, the application has to include proof that the project was submitted to it, and before a permit is issued the City may ask for a permit bond and a certificate of insurance. Under the residential fees in effect from August 1, 2020, the $1,050 pool/spa permit pays for reviews and inspections of the pool or spa itself and the safety fence around it, and other pool-related work takes separate permits. The same update lists a Minor Scope permit at $150 and a Limited Scope permit at $350 without saying which one a stand-alone flatwork job falls under, so ask the City when you apply.
Railings and pool barriers
On a sloping lot a deck can end up well above the ground beside it. Lakeway's Design Manual wants safety railings, or plantings dense enough to serve the same purpose, wherever pool aprons, walkways or similar areas stand more than 30 inches and less than 6 feet above grade, and railings built to guardrail requirements above 6 feet. Pool barriers follow the adopted International Swimming Pool and Spa Code.

An undated City inspections exhibit, possibly older than the current code, lists a "pool flatwork/decking/walks" inspection to be called once forms and reinforcing are in place, and it wants every deck finished by the pool's final inspection. For driveways and other flatwork, the same exhibit asks for forms with steel rebar or 6" x 6" x 10" wire mesh in place, treated expansion joints, and dowels into the slab where flatwork meets the foundation. Confirm the current list with the City's Building and Development Services before the job is scheduled.
Steel and joints
Steel only helps where it sits. In tension, concrete holds only about 15% of what it holds in compression; bend a slab and it cracks, so the reinforcement must ride at mid-depth or a little higher to do any good. NRMCA's joint guidance adds that the panels between joints should be square or nearly so, a panel's length kept within 1.5 times its width, with L-shaped panels avoided, and that a contraction-joint groove should be cut to one quarter of the slab's depth or more, never under 1 inch.

At Lakeway's Census Bureau center point, the USDA soil survey maps a Brackett-Rock outcrop complex on slopes of 1 to 12 percent. That is a single point on the map and says nothing certain about the rest of the city, though the City's own history speaks of the Colorado River winding through limestone canyons here. Brackett makes up 68% of that map unit, its top 15 centimeters holding 30% clay and a linear extensibility of 3.3%, the survey's shrink-swell measure, while bare rock outcrop makes up another 20%.
USDA describes Brackett as a shallow soil formed over weakly cemented, fractured limestone, mainly of the Glen Rose formation, with 5 to 20 inches down to that soft bedrock. It rates Brackett "Very limited" for shallow excavations, any trench or hole no deeper than 5 or 6 feet, because soft bedrock lies within 40 inches, which is worth knowing before a pool, a deck footing or a drain line goes in. For single-family and duplex development, Lakeway caps impervious cover at 50% of the net site area, or 35% for development in its extraterritorial jurisdiction. The code spells out what goes into the total: roads, driveways, parking areas, sidewalks, crushed granite, buildings with their roof overhangs, decking and other hard surfaces, and decks and patios are charged against the lot's allowance.
Two things shrink the area that cap is measured against. Land on slopes steeper than 35 percent and land in buffer zones are both left out of the net site area, so a steep lakeside lot can have less room for a deck than its size suggests, and the numbers are worth checking before a design is settled.

Lakeway was founded on a 2,700-acre ranch owned by Houston oilman and rancher Jack (Jake) Josey. In early 1962 three Houston men from the Gulfmont Hotel Company took a sixty-day option on the land to plan a hotel and resort community, the name Lakeway echoing Gulfmont's Fairway Motor Hotel in McAllen. Lot sales began on May 30, 1963. When Lake Travis dropped to 615 feet that November, exposed topsoil was trucked to the planned golf course, and the first nine holes of the Live Oak Golf Course opened on September 30, 1965. By the time the Lakeway Land Company was sold, on April 26, 1971, there were 300 homes on 1,000 developed acres. The City dates its incorporation, as the Village of Lakeway, to June 1974, and voters approved a home-rule charter in May 1990.
The City now describes a resort community with golf courses, marinas, a private airport, 100 acres of parkland and trails and nearly 500 acres of greenbelts, and says families come for its "lake lifestyle" where it began as a retirement and second-home community. The 2020 Census counted 19,189 residents, and the Bureau's estimate for July 1, 2025 is 19,027. About half of Lakeway's homes date from 2004 or later in the 2020–2024 survey, about 59% from 2000 on, and about 78% are detached single-family houses; owners live in about 86% of occupied homes, and the median value is $841,300.

Are above-ground pools allowed in Lakeway?
No. The code prohibits above-ground, one-piece and temporary swimming pools, with permanently installed swim spas and hot tubs as the exceptions. It treats any basin of water for swimming or bathing that is 2 feet deep or more at any point as a swimming pool.
Does the pool itself count toward impervious cover?
Its water surface does when the pool discharges to the storm drainage system, under the City's definition of impervious cover. The decking around it counts either way.
