Employers and projects shaping the city
Dell moved its global headquarters to Round Rock in 1994, and in April 2024 the City extended its economic development agreement with the company from 2053 to 2099. The City estimates Dell's Round Rock staff at 12,000 in 2024, down from 14,000 in 2015, and Dell is still its largest property and sales taxpayer.

UPS opened a $70 million, 225,000-square-foot regional distribution center on fifty acres near SH 45 and A.W. Grimes Boulevard in late 2018. Where growth goes next
The City projects more than 161,000 people inside city limits by 2030 and expects most long-range growth in northeast Round Rock, where large tracts are still open. Round Rock requires a Site Development Permit for site work on every property other than single-family and duplex lots, and for changes to existing sites such as relocating curb cuts or driveways or changing the total parking. Where one is required, no building permit is issued until it is approved and a pre-construction meeting has been held.
Small Site Permits
A limited scope of work, such as enlarging an existing or approved parking area, can go through a Small Site Permit instead, provided it needs no traffic impact analysis, no utility extensions or drainage improvements, and touches no floodplain.

The Round Rock Fire Department's general notes, dated August 20, 2025, require fire access roads of all-weather asphalt or concrete designed to carry an 80,000-lb apparatus; base material is not acceptable, grades may not exceed 7%, and no grade break may exceed 3%. The same notes call for 26-foot lanes where traffic runs both ways, buildings exceed 30 feet or three stories, total building area tops 62,000 square feet, or hydrants line the road.
Widths and turning radii
The City's Transportation Criteria Manual sets fire lanes at a minimum clear 20 feet for one-way and 26 feet for two-way traffic, with 25-foot inside and 50-foot outside turning radii, and both driveways and fire lanes must keep an all-weather surface during construction as well as after it.
Type II driveways and street cuts
Approaches for any use beyond one- or two-family homes are Type II concrete driveways. Built two-way and undivided, it must be 25 to 40 feet wide on local and collector streets and 30 to 45 feet on arterials. Work that cuts, breaks or damages a sidewalk or roadway in the right-of-way needs a Street Cut permit, and a commercial approach permit costs $200.00, subject to change on review.

Round Rock straddles the Balcones Escarpment, a fault line: roughly east of I-35 the land is flat with black Blackland Prairie soils, and to the west it rises into hilly, karst-like ground with little topsoil. The Handbook of Texas traces the escarpment through Williamson County along a line from Jarrell to Georgetown to Round Rock, with dark loamy-to-clayey blackland soils east of it and loamy soils over limey subsoils west of it. Locally, the prairie soil is known as black waxy for its high clay content.
Where the Census Bureau pins the city's internal point, USDA's soil survey shows Krum silty clay, its uppermost layer 45% clay with a linear extensibility, a gauge of shrinking and swelling, of 7.5%. It is a single sample point, so lots elsewhere in Round Rock can differ. The City of Austin's Transportation Criteria Manual draws on swell tests of Eagle Ford Clay taken at Hester's Crossing and IH 35, and singles out the drying cycle as the stage when most structural distress tends to happen.
