The County's stance is broad: any development requires a permit, and its definition of development includes paving and grading. A community called the oldest settlement in Travis County

Reuben Hornsby, a surveyor by trade, surveyed his own land grant east of the Colorado River, thirty miles north of Bastrop, moved onto it in July 1832 and received title on March 4, 1841. The Handbook of Texas says the community named for him, also known as Hornsby or Hornsby's, has been called the oldest settlement in Travis County, and that he was its postmaster during the Republic of Texas era. He died on January 11, 1879, and lies in the family cemetery at Hornsby Bend. His great-grandson, Baseball Hall of Famer Rogers Hornsby, is buried in Hornsby Bend as well.

The post office opened in 1856, closed during the Civil War, reopened in 1886 and shut for good in 1901, after which Hornsby Bend's mail went to Austin. The community had two general stores in 1892, and the Handbook reports a population of ten in the 1930s and 1940s and twenty from the 1950s through 2000. In 1905 its schools joined Dunlap's to form the Hornsby-Dunlap common school district.
