A village of large tracts, incorporated in 1997
Settlement here began in the early 1850s, when Luis Capt built a dam and gristmill on Bear Creek and the area was known for a time as Capt's Mill; the mill washed away in 1867, according to the Handbook of Texas. A century later, homebuilding returned near the old Johnson Institute and Friday Mountain Ranch. The Village says Robert Ingrum and E. D. Bohls developed Bear Creek Oaks in the late 1970s on land that was originally part of the Koening Family Ranch.
On November 4, 1997, residents voted 2 to 1 to incorporate as a village, to keep local control and the area's rural character and to stay clear of annexation by the City of Austin. Austin's limits were 4½ miles away then; the next month Austin annexed property across RR 1826, and its limits now sit 80 feet from the village.
Some of the original tracts have since been split, and some owners hold several, so today there's a 22-acre tract, an 18-acre tract and several of 10 acres. The 2020 Census counted 397 residents and 150 homes, and the Census Bureau estimates 476 people for July 1, 2025. Its survey puts the median year built at 1991 and the median home value at $847,500, small-sample figures with wide margins. On lots this size, a walk may have more to connect than a driveway and a front door, and we size each one to the way it will be used.

The USDA soil survey maps about 88% of the village's Census boundary as Brackett-Rock outcrop-Comfort complex, a unit on gentle 1 to 8 percent slopes, with smaller areas of Lewisville silty clay (about 5%) and a steeper Brackett-Rock outcrop-Real complex (about 3%). These percentages come from laying the soil map over the village boundary, so treat them as approximate. Brackett sits on weakly cemented, fractured limestone that USDA puts 5 to 20 inches below the surface.
Where these soils are mapped in Austin, USDA rates Brackett "Somewhat limited" for concrete driveways and sidewalks, and only barely, while Lewisville gets the same rating for its high shrink-swell. In Travis County's survey data, Brackett's linear extensibility, a measure of shrink-swell, is 3.0 to 3.3 percent, against 12 percent for Houston Black clay. The rock is the bigger factor in the digging, and for shallow excavations USDA rates Brackett "Very limited," because soft rock lies less than 40 inches down.
Septic systems, wells and propane
Every lot in the village has a Hays County-approved private septic system, and homes run on individual propane tanks. The Village estimates that 40 to 45% of homes rely on well water; public water from the West Travis County Public Utility Agency reaches about 60% of the village, mostly along South Madrone Trail and most of Bear Creek Drive. Hays County requires a permit for every on-site sewage facility and has general authority over where and how they're built. Bear Creek's posted ordinances cover driveways and work in the right-of-way. No village building permit or flatwork rule for a private walk was found, so ask the Village before work starts. The driveway ordinance, No. 260915.002, passed September 15, 2026, requires a permit before anyone builds or rebuilds a driveway that connects to a village-maintained street, and the applicant must own the property. A drive counts as rebuilt if its surface is covered with a different material or a culvert is added, removed or changed in diameter. The permit is $150.00 and lapses if work doesn't start within 6 months or finish within 12, and the ordinance adopts Hays County's paving and drainage specifications and its residential driveway details.
Walks that reach the road
The right-of-way ordinance counts paving, grading and excavating as construction activity, and makes it unlawful to start such work in a street or right-of-way without first applying for the permits. A right-of-way permit costs $250.00, plus any engineering fees and $50.00 a month for inspection while it runs, and no structure, fencing included, may extend over or into the right-of-way. Mailboxes and package boxes are allowed there without a permit, provided a package box reaches no more than 4 feet into the right-of-way, sits within 6 feet of the property or fence line and stays at least 10 feet from the road's edge. The part of a walk paved out to a mailbox inside the right-of-way therefore falls under that ordinance.

NRMCA says exterior walks get a broom texture for a non-slip surface, and it warns that sprinkling water or cement onto fresh concrete to make finishing easier causes dusting or scaling. Isolation joints separate a walk from fixed points such as garage slabs, stairs and light poles so each part moves on its own, and control-joint grooves should reach a depth of one-quarter of the slab or more, never under 1 inch.
